Overview

Summary of dataset and variables

Number of adults receiving long-term care home accommodation, domiciliary care and reablement services provided by adult services on the last working day of each month by local authority from March 2024. The source of the data is the Social Services Capacity and Demand collection.

The Social Services Capacity and Demand data is based on the definitions of services contained within the Social Services and Well-being (Wales) Act 2014. The Social Services Capacity and Demand data was developed with local authorities and other key stakeholders in 2020 in response to the need to monitor local authority capacity during the COVID-19 pandemic. It then underwent revision and review in 2022, into the dataset that is now published.

The publication of this dataset is intended to provide users with an understanding of the level of demand for social services across Wales, and the level of care and support services provided by local authorities.

This dataset is limited to the services provided by local authorities and so does not include people who have accessed or funded their own care without local authority intervention or support.

Data collection or calculation

The Social Services Capacity and Demand data is an aggregate level data collection submitted electronically by local authorities monthly to Welsh Government, covering a calendar months’ worth of data.

Detailed guidance can be found on the Welsh Government website. While local authorities have been provided with guidance to support the collection, due to the local variation in delivery, the data may not be fully comparable between local authorities.

The data has been validated via the use of internal quality assurance processes and through engagement with the data providers to address data quality issues. Welsh Government interrogate each month’s data to explore for outliers, missing data or incongruent data items.

Consent to publish this data was sought from the Directors of Social Services from all 22 local authorities in January 2026.

This table forms part of Phase 1 of publishing the Capacity and Demand data. The phases are as follows:

Phase 1: Adults Social Care system capacity

  • Number of total contacts received by adult services
  • Number of assessments completed by adult services
  • Number of adults receiving support with long-term care home accommodation
  • Number of adults receiving domiciliary care services
  • Number of adults receiving reablement

Phase 2: Children’s services and safeguarding

  • Number of total contacts received by children’s services
  • Number of contacts to children’s services which led to child protection enquiries
  • Number of children on the Child Protection Register
  • Number of assessments completed by children’s services
  • Number of referrals/reports for adults who were suspected of being at risk of abuse or neglect
  • Number of children who are currently not in a placement, or in a short-term placement, but who need a long-term placement
  • Number of children who moved placement as the result of an unexpected situation

Phase 3: Waiting for services and waiting times

  • Number of adults waiting for assessment by adult services
  • Number of adults waiting for residential care services
  • Number of adults waiting for domiciliary care services
  • Number of adults waiting for reablement
  • Number of adults in unplanned/temporary placements
  • Number of adults waiting more than three months for assessment by adult services
  • Number of adults waiting more than three months for residential care services
  • Number of adults waiting more than three months for domiciliary care services
  • Number of adults waiting more than two weeks for reablement
Statistical quality

The data has been verified with local authorities prior to publication. Subsequent months will undergo the validation process described above. Due to the short timescales involved in the collection and publication of the dataset, revisions may be made to the published dataset where errors have been identified post-publication.

The Social Services Capacity and Demand dataset is produced from local authority administrative data and published as official statistics in development. These new statistics are undergoing a development as we work towards production under the standards of the Code of Practice for Statistics.

Any missing data is imputed using the provider’s value from the preceding month, ensuring continuity in national totals and supporting ongoing analytical use. The process of data reporting can vary between local authorities, with many in the process of adopting new reporting tools; this could lead to some delays and/or errors in data submissions.

The number of adults receiving services on 31 March may differ to that published as part of the Adults Receiving Care and Support Census outputs due to differences in data collection requirements and reporting.
