Overview

Summary of dataset and variables

This is a snapshot of individuals sleeping rough on the last day of the month.

Rough sleepers are defined as persons who are sleeping overnight in the open air (such as shop doorways, bus shelters or parks) or in buildings, vehicles or other places not designed for habitation (such as stairwells, barns, sheds, car parks, tents, cars/vans).

Data collection or calculation

The information presented here is collected via monthly returns from local authorities.

Statistical quality

Vale of Glamorgan data:

Due to an unexpected system disruption following an upgrade, Vale of Glamorgan were unable to provide data for November 2025 to April 2026. In agreement with the local authority, October 2025 data has been used as an estimate for each of the missing months. This applies to the following measures:

• Occurrences of people placed into temporary accommodation during the month

• Homeless individuals living in temporary accommodation at the end of the month

• Homeless individuals moved into suitable long-term accommodation during the month

• Number of rough sleepers

Based on data from previous years, the October 2025 figure used as an estimate for the number of placements into temporary accommodation is likely to be an overestimate for the months of December 2025 to March 2026, resulting in a slight over-estimation of the Wales total. There is no such trend between data from October and either of November or April. In previous years, other measures have not changed much for Vale of Glamorgan between October and December to April. Please refer to last month’s release, Homelessness accommodation provision and rough sleeping: March 2026, for further information.

Isle of Anglesey incorrectly recorded data:

Isle of Anglesey identified during April that type of temporary accommodation, specifically bed and breakfast (B&B) and hotel, and hostels had been incorrectly recorded for several years. While the total number of individuals in temporary accommodation remained unaffected, the distribution across accommodation types was inaccurate. This also affected the Wales-level figures for these breakdowns.

Recording methods were corrected from March 2026 onwards, with the amended data first appearing in last month’s release, Homelessness accommodation provision and rough sleeping: March 2026. Please refer to the previous month’s release for further information. Data for months prior to March 2026 has not been revised, resulting in a discontinuity in the time series from March 2026.
