This relates to the number of individuals experiencing homelessness and being supported by local authorities into temporary accommodation.

Temporary accommodation is defined as suitable accommodation that is likely to last for under 6 months, including short-term supported accommodation.

Data collection or calculation

The information presented here is collected via monthly returns from local authorities.

Statistical quality

Vale of Glamorgan data:

Due to an unexpected system disruption following an upgrade, Vale of Glamorgan were unable to provide data for November 2025 to February 2026. In agreement with the local authority, October 2025 data has been used as an estimate for each of the missing months. This applies to the following measures:

• Occurrences of people placed into temporary accommodation during the month

• Homeless individuals living in temporary accommodation at the end of the month

• Homeless individuals moved into suitable long-term accommodation during the month

• Number of rough sleepers

In previous years, the number of placements into temporary accommodation in Vale of Glamorgan has been notably lower in December, January and February compared to October. Placements in Vale of Glamorgan decreased by 58%, 57% and 74% between October 2024 and each of December 2024, January 2025 and February 2025, respectively. They also decreased by 21%, 19% and 10% between October 2023 and December 2023, January 2024 and February 2024, respectively. Although a decrease in placements of 58% was observed between October 2024 and November 2024, an increase of 8% was observed over the same period in 2023.

This suggests that the October 2025 figure used as an estimate is likely to be an overestimate for December 2025, January 2026 and February 2026, resulting in a slight over estimation of the Wales total. In October 2025, Vale of Glamorgan accounted for 5% of all reported occurrences of people placed into temporary accommodation in Wales.

In previous years, other measures have not changed much for Vale of Glamorgan between October, December, January and February.

Isle of Anglesey incorrectly recorded data:

Isle of Anglesey has identified some cases where the type of temporary accommodation has been recorded incorrectly, meaning the breakdowns between bed and breakfast (B&B) and hotel, and hostel accommodation is not accurate.

As a result, Isle of Anglesey data relating to the number of individuals accommodated in hostels and in B&B and hotels should be used with caution, as these breakdowns are known to be inaccurate. These errors also affect the Wales figures for these breakdowns. The total number of individuals in temporary accommodation for Isle of Anglesey and Wales is unaffected by this error.

Isle of Anglesey believes this issue may have been present for several years, however, it is unable to confirm the exact start date. To illustrate the scale of the issue, using January 2026 data, the published number of individuals accommodated in hostels was 0, while the correct figure is 30. Conversely, the published figure for those accommodated in B&Bs and hotels was 43, while the correct figure is 13.

Whilst this illustrates the likely scale of the change associated with the move to correct reporting from March 2026, efforts to reduce reliance on B&B, hotel and hostel accommodation mean that future variances are unlikely to be directly comparable.
