Overview

Summary of dataset and variables

This dataset contains statistics on pupils educated otherwise than at school (EOTAS). It is broken down by Local authority and Academic year. An academic year runs from 1 September to 31 August. The measures included are: EOTAS Pupils whose Main Education is Outside of School and are Not on Roll at a Maintained School, EOTAS Pupils whose Main Education is Outside of School and have Subsidiary Enrolment at a Maintained School, Total number of EOTAS Pupils whose Main Education is Outside of School, EOTAS Pupils who have Main or Current Enrolment at a Maintained School, All Pupils Receiving EOTAS provision.

Data collection or calculation

The figures come from the annual Educated Otherwise Than at School (EOTAS) pupil census collected by Welsh Government. Local authorities submit pupil-level records for pupils whose education is arranged and funded by the local authority outside a maintained school setting, including pupils awaiting provision and pupils not captured through other collections such as PLASC. Local authorities compile the return from their management information systems and submit it through the secure Data Exchange Wales Initiative (DEWi). Validation checks are applied and local authorities investigate errors and queries before submission.

Statistical quality

We work closely with local authorities to ensure all data is validated before tables are published. Data is collated into an electronic return and submitted to the Welsh Government through DEWi, a secure online data transfer system developed by the Welsh Government. Various stages of automated validation and sense-checking are built into the process to ensure a high quality of data.

The 2019/20 data collection was not completed due to the coronavirus (COVID-19) pandemic. For this reason, only 14 local authorities were able to submit data, so the data only relates to those authorities.
